Planned Water Maintenance June 19, 2026

Please be advised that our Rural Water District will be conducting scheduled fire hydrant maintenance tomorrow morning on June 19. This routine maintenance includes exercising hydrant valves and flushing water through all three hydrant locations.

We do not anticipate any interruption to water service during this work. However, customers may experience temporary reductions in water pressure while flushing is underway.

We appreciate your patience and understanding as we perform this important maintenance to help ensure the reliability and performance of our water system.

Boil Water Advisory Rescinded for Allen Co. Rural Water District 15

The Kansas Department of Health and Environment (KDHE) has rescinded a boil water advisory for the Allen County Rural Water District 15 public water supply system located in Allen County.

Boil Water Advisory Issued for Portions of Allen Co. Rural Water District 15

Allen Co RWD #15 has issued a boil water advisory for portions of our public water supply system located in Allen County. The affected service addresses are as follows: 4, 10, 16, 106, 120 and 220 N Holiday LN as well as 119 S Holiday LN, 23 and 29 Holiday CT, 1389 Oregon RD and 2904 N State ST.

We will post another update once KDHE lifts the boil advisory. If you are affected by the advisory and are on the paperless communication list, you'll be receiving an email/sms message as well regarding the boil advisory, as well as once KDHE lifts it.

Planned Water Maintenance and Temporary Shut-Off June 10, 2026

Please be advised that a necessary water system repair will take place on Wednesday, June 10, 2026 at 9:00 AM. We don't anticipate the need to shut off water to the entire district, and are only anticipating a small number of our customers to be affected by the repair. The affected areas include the North and East sides of North Holiday LN, and East side of Holiday CT, as well as the 2 connections on Oregon RD and State ST. Other areas may be affected as well, but we'll try to update this post if the situation changes. If you are affected by the planned shutoff, and are on the paperless communication list, you'll be receiving an email/sms message as well.

We don't expect water to remain off for an extended period of time, and hope to have the repair completed within a few hours. We'll post another update once the repair is complete and water service is restored.

Annual Meeting Notice - Monday, March 9th, 2026 @ 7:00 PM

We are pleased to invite you to the Annual Meeting of Allen County Rural Water District #15. This year’s meeting will be held on Monday, March 9th immediately following the Sewer Board meeting at 7:00 pm at the American Legion Hall, 215 W. Garfield, Iola, KS.

As discussed at last year’s annual meeting, the District has been exploring the possibility of upgrading our water meters to digital meters that allow for remote reading. This upgrade would enable monthly billing without requiring members to access their meters and would also provide real-time system monitoring. Improved monitoring would help us identify leaks and other issues more quickly and efficiently. We have applied for a grant to help fund this project and expect to have the results by the time of this year’s meeting. Depending on the outcome, we will either be able to move forward with the planned upgrades or will need to discuss alternative funding options, which may include meter or rate increases based on the scope of improvements desired. Many members who attended last year’s meeting expressed interest in moving forward with these upgrades but because this decision may impact rates, we strongly encourage members with opinions or concerns to attend the meeting so their voices can be heard before a final decision is made.

In other District updates, we have made progress on infrastructure improvements. Two of our three hydrants have already been refurbished, and plans are in place to complete the remaining hydrant along with upgrades to shutoff valves throughout the District. These improvements will allow us to better isolate leaks and repairs, reducing the likelihood of district-wide boil advisories when maintenance is required. Although this past year has been challenging due to leaks and water loss related to aging infrastructure and limited monitoring capabilities. Currently, nearly 10 percent of the water supplied to the District is leaving unmetered (either via leaks or failing meters), resulting in significant financial loss. We believe that upgrading to digital meters will greatly improve our ability to detect water loss in real time and pinpoint issues more quickly. Additional details will be shared at the annual meeting.

Despite these challenges, we remain optimistic about the future and committed to improving our water system. Your input is an important part of that process. We encourage you to attend the annual meeting to share your thoughts, raise concerns, offer ideas, or simply stay informed about the work being done on behalf of the District. Updated Water Rates and Policies Effective September 1, 2024

Following our discussions at the Annual Meeting last spring, the Board of Directors has convened to address several concerns regarding our financial outlook. Our last rate adjustment occurred in 2020, setting a $20 meter fee and a water rate of $5 per unit. Since then, the wholesale water rates charged by Iola have increased—first to $5.209 in 2021 and then to $5.47 in 2022—resulting in a need for us to bridge the financial gap. Consequently, the Board has voted to increase our water rate to $5.50 per unit, effective September 1, 2024, while maintaining the existing $20 meter fee. For comparison, City of Iola currently charges a $29.42 meter fee and $5.628 per unit. Should Iola implement further rate increases, we may need to adjust our rates accordingly, although our aim is to limit increases to what is necessary to cover costs and keep rates as affordable as possible.

Currently, approximately 20% of our members are still late in paying their water bills. Water meters are expected to be read on or about the 1st of every month, and paid as soon as possible before it becomes late after the 20th of the month. Effective September 1st, 2024, the Board has voted to increase the late fee to 10% for payments not received by the 20th of the month. The payment date is determined by the date the bank processes the deposit; payments made to the bank after it closes on the 20th are late, and will be assessed a late fee. For members not paying by the end of the month, a $50 service charge will continue to be applied to past-due balances. If amounts remained unpaid and water is shutoff due to nonpayment, the Board has voted to increase the disconnect/reconnect fee to $50 effective September 1st, 2024.

To assist with this transition, a new rate slip can be downloaded from the 'Rates and Fees' link above, or requested from a Board Member; You can attach it to the back of your water payment book or alongside your divider. Please note that we will not be issuing new payment books due to cost considerations. The current late fee information printed on each slip is now outdated; This notice serves to communicate the new rates effective September 1, 2024, for payments of August water usage.

On a positive note, we have received feedback regarding our District’s infrastructure and are in the process of implementing enhanced procedures to ensure high-quality water service with minimal disruptions. As part of this initiative, we will be conducting maintenance on the main water lines, which will require temporary water shutoffs at various points. Updates on this project will be posted on our website and Facebook page as they become available.
